Public institution Soča Valley Development Centre (Posoški razvojni center) was founded in 1999. Its mission is to stimulate the development of business, human resources and countryside in three Soča Valley municipalities: Bovec, Kobarid and Tolmin. It also connects development projects of individual municipalities and operates the Programme promoting the development in the Posočje region 2007–2013 (Soča 2013), prepares and implements priority projects in regional and state development plans and candidates for European and home development help.

In cooperation with three local development agencies in 2000, Soča Valley Development Centre has connected in Regional Development Agency of north Primorska, which covers 13 municipalities of the north Primorska (the Goriška statistical region). From 2006 on it operates as head development agency.

Business development
Soča Valley Development Centre coordinates different activities and executes projects with the intention of accelerating business in the area of municipalities Bovec, Kobarid and Tolmin. It informs businessmen, offers them help with preparation and signs them up for tenders for financial and other encouragements. It stimulates development of business zones, development of local clusters and development partnerships.

Most important activities and projects:
• business acceleration in the framework of development program Soča 2013
• establishment of business incubator Soča Valley
• program of voucher counselling
• e-VEM entry point and project VEM – Vse na enem mestu (One-Stop-Shop)
• project NENA – “Network Enterprise Alps – Enhancing sustainable development, competitiveness and innovation throught SMEs and cluster cooperation” (Establishment of all-Alp network of small and medium-size companies and support of companies, which are oriented in sustainable development)
• stimulation of enforcement of women in business

In accordance with tenders of individual ministries and in cooperation with domestic and foreign partners, Soča Valley Development Centre also implements other projects in the field of business acceleration.


Human resource development
In the field of human resource development, Soča Valley Development Centre coordinates different activities and implements projects that are linked to social and economic development of Soča Valley. They are oriented mainly in gradual stopping of negative trends that were present in this area in the past decades. The matter is depopulation of the area, leaving of young people, which consequentially leads to shortage of appropriate cadre, ageing of population etc.

• education of adults
• centre of long-life learning

• coordination of the field of human resource in the Regional development program of the north Primorska (the Goriška statistical region) 2007–2013

In accordance with tenders of individual ministries and in cooperation with domestic and foreign partners, Soča Valley Development Centre also implements other projects in the field of human resource development.


Rural development
Soča Valley Development Centre coordinates different activities with the purpose of accelerating rural development. It offers help with preparation of documentation for application to different tenders to individuals, associations and other organizations. It cooperates with municipalities, professional and other institutions in the Soča Valley and widely with implementation of activities and projects that are connected with countryside development.

Most important activities:
• coordination of implementation of Rural development program for the north-western mountainous part of north Primorska
• coordination of regional projects for the field of rural development
• activities that will enable resource gathering for the implementation of Development rural program in the program period 2007–2013 (program LEADER)


Development of north Primorska (the Goriška statistical region)
From the year 2006 on Soča Valley Development Centre executes tasks, on the basis of a resolution of the Regional council, as Regional Development Agency of north Primorska (the Goriška statistical region).

We wish to establish a model of sustainable development in the region, which enables balanced improvement of economic, social and environmental prosperity of people. It includes spatially and regionally compliant development, which means stimulation of economic development, creating new workplaces, reducing social exclusion, social cohesion with access to employment and quality life for all inhabitants, reducing development differences inside the region and increasing and maintaining environmental capital, which is a must for life.

• preparation of Implementation plan of Regional development program of north Primorska (the Goriška statistical region) 2007–2009


Public relations department
Public relations department is concerned with publication of EPIcenter newsletter, which was first published in year 2000 with the intention to provide many useful suggestion regarding post-earthquake reconstruction for residents of Soča Valley. With years, EPIcenter expanded and became central newsletter of development of municipalities Bovec, Kobarid and Tolmin. 10 issues are published annually. EPIcenter is delivered free of cost to every household in the Soča Valley. It is also sent out to more than 200 different addresses all over Slovenia – from various state institutions to displaced inhabitants of the Soča Valley. We also have 130 subscribers of the electronic version of the newsletter.

The department is in charge of promotion and of informing the public on the work of Soča Valley Development Centre. It is concerned with publishing promotional material (flyers, invitations, pamphlets, brochures, posters, promotional films…) and website upkeep.

Promotional activities are also run for other interested institutions.
